Imagine paying for a new house but not being allowed to move in because a “special guest” hasn’t arrived to cut the ribbon.
This frustrating scenario is the reality for taxpayers in Navi Mumbai. Stalled projects worth between ₹1,200 crore and ₹1,500 crore are fully constructed and ready to serve the public. Yet, they remain locked.
Why? Because the administration is reportedly waiting for “VIP dates” from top ministers to inaugurate them.
A Statue Sparks Debate on Stalled Projects
The issue of stalled projects exploded into the headlines this week after a dramatic event in Nerul.
For five months, a grand statue of Chhatrapati Shivaji Maharaj stood ready but covered in cloth. Tired of the delay, MNS leader Amit Thackeray visited the site and “forcefully” inaugurated it. He argued that keeping the statue covered was an insult to the Maratha King.
While this political stunt led to police cases, it forced the city to look at the bigger picture: How many other stalled projects are hiding in plain sight?
The Vashi Bus Terminus: A ₹190 Crore Ghost Building
The most glaring example on the list of stalled projects is in Vashi.
The Integrated Vashi Bus Terminus is a massive 21-story building. It was built to be a modern transport hub and a commercial center. The cost? A staggering ₹190 crore of public money.
- The Status: It has been physically ready for over a year.
- The Reality: It stands empty and silent.
- The Excuse: Officials claim they are waiting for a joint date from the Chief Minister and Deputy Chief Minister to open it.
Critics have labeled it a “monument to indecision.” Every day this facility remains closed, the city loses revenue, and commuters lose convenience.

Healthcare Denied: Hospitals on the List
The list of stalled projects isn’t limited to transport; it is affecting healthcare too.
In Koparkhairane, a new Mother and Child Hospital has been built. Residents in this area have waited nine years for a municipal hospital. The building is finished, but the doors remain shut.
In Juinagar, the situation is even worse for pet owners. A Veterinary Hospital, built for ₹6 crore, has been ready for nearly five years. It features an ICU and surgery rooms. Yet, sick animals cannot get treatment there because the official ribbon-cutting ceremony hasn’t happened.
Why Are These Projects Stalled?
According to the NMMC’s official statements, internal project management issues are related to upcoming internal project works or processes associated with the tendering procedure.
However, according to NMMC sources, much of the backlog of stalled or uncompleted projects have been caused by what is referred to as the ‘VIP Culture’.” Officials are hesitant to open major facilities without VVIPs present. Securing a common date for top state leaders—especially during election seasons—is becoming impossible, leaving these buildings in limbo.
The Cost to the Public
Residents are calling this a waste of resources.
“These aren’t just buildings; they are services we paid for,” says a local activist. “Classifying them as stalled projects simply because a minister is busy is unfair to the taxpayer.”
From vegetable markets to holding ponds, the infrastructure is there. The only thing missing is the political will to open the doors.
